PROBLEM TO BE SOLVED: To provide a cleansing composition which has excellent stability in a wide temperature range and no oily feel during use, can quickly lifts a waterproof mascara and can be washed away without a feeling of remaining. SOLUTION: The transparent liquid cleansing composition comprises (A) 5-50 mass% of a nonionic surfactant having an HLB of≥8, (B) 10-40 mass% of an oil agent having viscosity of≤15 mPa s at 30°C, (C) 10-60 mass% of a water-soluble solvent containing three or more hydroxy groups in the molecule, (D) 10-60 mass% of a water-soluble solvent containing one or two hydroxy groups in the molecule and (E) 5-50 mass% of water, with the proviso that the total amount of the component (C), the component (D) and the component (E) is 40-80 mass%.
