PROBLEM TO BE SOLVED: To provide a sheet cutting device, capable of properly processing cutting waste without giving effects on productivity, and an image forming device provided with the same. SOLUTION: The device comprises a sheet bundle carrying means, a sheet bundle positioning means to position the sheet bundle in a sheet bundle carrying passage, a cutter unit 631 comprising an upper blade 633 movable from an upper dead point to a lower dead point to cut the sheet bundle positioned in the sheet bundle carrying passage, and a lower blade 634, a waste box 635 to contain the cutting waste cut by the cutter unit 631 through a cutting waste passage, a shutter 625 to open/close a cutting waste passage where the cutting waste drops to the waste box 635. The shutter 625 closes the cutting waste passage when the upper blade 633 is at the upper dead point to form part of the sheet bundle carrying passage, opens the cutting waste passage as interlocked with move of the upper blade 633 from the upper dead point to the lower dead point, and keeps the passage open for a prescribed time after the upper blade 633 reaches the lower dead point.
