PROBLEM TO BE SOLVED: To provide an envelope flap seal inspecting device which can be used by connecting to an inserter for gluing a seal flap of an envelope after an article to be sent is placed into the empty envelope and which can inspect a flap seal without using air. SOLUTION: The envelope body 8b of an envelope 8 between pressing rollers 5, 5 is pushed downward with a pushing roller 6 to give a stress to deform the surface of the envelope body 8b on the way of conveying the sealed envelope 8 with an endless belt 1 and when a non-sealed portion exists on the flap 8a, the non-sealed portion is detected by inspecting a portion of the flap 8a rolled up from the envelope body 8b by an action of the stress by use of intercept of sensor beams passing between a photo-emission part 10 and a photo-receiving part 11 for determining whether the seal of the flap 8a is adequate or bad.
