<P>PROBLEM TO BE SOLVED: To assure display of a two-dimensional information code to be displayed even when display area is small. <P>SOLUTION: A size is set for a number of cells which can be displayed for the size corresponding to the original number of cells in the two-dimensional information code which is to be displayed. At the time, a number of division units (for example 4 units) is decided from the corresponding number of cells. Next, data value for source two-dimensional information code is divided into the division units and ordered (A, B, C and D) according to the sequence. Conversion to partial two-dimensional information codes corresponding to the set number of cells is carried out for every divided data value. Thus, one set of partial two-dimensional information codes is generated.
