A packet priority control method when a mobile unit performs handover in a radio communication system in which a base station calculates the priority of radio transmission on the basis of the local holding time in the unit of a data packet received from a base station controller. The packet priority control method comprises a base station-to-base station packet transfer step in which a handover source base station transfers the data packet addressed to the mobile unit, which is received from the base station controller to a handover destination base station during the period in which the radio transmission of the data packet to the mobile unit is stopped (S22) and a transmission control step in which the handover destination base station calculates the priority of the radio transmission on the basis of the estimate value of the local holding time and the holding time in the handover source base station to the base station-to-base station packet (S25).
