PROBLEM TO BE SOLVED: To provide a charger which can markedly lessen the wasteful power consumption in a non-load state with no battery mounted, capable of detecting mounting of the battery, while simplifying the circuit constitution as a whole. SOLUTION: The charger is equipped with a switching power unit 1 which converts the input power into DC voltage to charge the battery 10; a voltage-regulating circuit 2 which controls the output voltage of this switching power source 1; a switching element 3 which converts the output voltage of the switching power source 1 into a pulse voltage to detect the battery 10 connected to the output side of the switching power source 1; and a control circuit 4, which supplies the pulse voltage outputted from this switching element 3 to the connecting terminal 8 of the battery 10 and detects the presence of the battery 10 and also sets the output voltage of the switching power source 1 at a low voltage state, synchronizing with the timing of the "Low" of the pulse voltage via a voltage-regulating circuit 2, in a no-load state where the battery 10 is not charged, and holds the output voltage of the switching power source 1, in a high voltage state in the charged state of the battery 10.
