PROBLEM TO BE SOLVED: To provide an aqueous pigment-based ink composition for ballpoint pens which is excellent in pigment dispersibility and the stability of the ink with time and is good in the feel in writing and handwriting. SOLUTION: The water-based ink composition for ballpoint pens comprises a pigment, a pigment dispersant, two or more pH adjusters, a water-soluble organic solvent, a phosphate ester surfactant and a thickener. In the composition, the pigment dispersant is a styrene-acrylic acid-based resin and/or a maleic acid-based resin, and the two or more pH adjusters comprise triethanol amine and one or more selected from, monoethanol amine, diethanol amine, N-methylethanol amine, dimethylethanol amine and diisopropanol amine.
