PROBLEM TO BE SOLVED: To provide an encoding method of a variable-length frame, for encoding and decoding, with a high compression rate by suppressing variation of a parameter. SOLUTION: The encoding method of the variable-length frame for generating an encoding unit by a basic parameter and prediction information of the parameter by combining a plurality of frames, comprises: a cycle detecting step in which the cycle of an audio signal is analyzed, a plurality of cycle lengths are determined in a finer unit than a sampling frequency, and candidates of a frame length are detected; a window generating step for generating a window on the basis of the determined cycle length; a parameter generating step for analyzing the parameter of the plurality of frames by applying the window generated in the window generating step; and a coded unit generating step for generating a coded unit by selecting the frame length in which the code amount of the coded unit is the smallest, out of the candidates of the frame lengths which are detected in the cycle detecting step.
