PROBLEM TO BE SOLVED: To provide a tinned steel having resistance to yellowing and adhesiveness to coating and, in particular, excellent resistance to sulfurization without containing chromium in a chemical film deposited on an upper layer of a tin-plating layer. SOLUTION: The tinned steel sheet has a chromium-free chemical film containing phosphor and tin on the upper layer of the tin-plating layer deposited on a surface of a steel sheet. The phosphorus content in the chemical film is 1-50 mg/m<SP>2</SP>in terms of its deposition, and an amine-based silane coupling layer having an organic functional group with the HLB value larger than 7 is deposited on the upper surface of the chemical film. Further, the deposition of the silane coupling layer is 0.1-100 mg/m<SP>2</SP>in terms of Si deposition. COPYRIGHT: (C)2008,JPO&INPIT
