PROBLEM TO BE SOLVED: To provide a titanium oxide structure which is large in surface area, can obtain a sufficient reaction activity when being used as a photocatalyst, and is provided with a titanium oxide coating film having a practically usable scratch resistance, and to provide a method of manufacturing the titanium oxide structure. SOLUTION: The titanium oxide structure includes a titanium substrate, an anodic oxide film existing on the surface of the titanium substrate and having micropore, wherein the surface roughness Ra of the anodic oxide film is≥0.25μm.
