PROBLEM TO BE SOLVED: To provide a metal surface-treating composition which is a water-based laminate adhesive and is used for keeping the adhesiveness between a laminate film and a metal material after the water-resistant test at a high level. SOLUTION: The metal surface-treating composition is used for the surface treatment of metals and contains an oxazoline group-containing resin and a phenolic hydroxy group-containing resin. The metal surface treating composition can provide a metal material excellent in water resistance and having high adhesiveness, because an oxazoline group and a phenolic hydroxy group form a crosslink structure.
