PROBLEM TO BE SOLVED: To perform information distribution based upon position information about an object to be observed which is related to a reception side. SOLUTION: When detecting observation objects 905a to 905c at base stations 906a to 906c, positioning nodes 903a to 903c acquire identifiers of the observation objects 905a to 905c respectively, and notify the identifiers of the observation objects 905a to 905c to an information distribution server 902 at any time. When there is a portable terminal 901 related to the observation objects 905a to 905c which are detected by the positioning nodes 903a to 903c respectively, the information distribution server 902 retrieves information regarding the observation objects 905a to 905c and distributes information regarding the observation objects 905a to 905c to the portable terminal 901 through a communication network 904.
