PROBLEM TO BE SOLVED: To reduce processing cost of a fixing shaft by adopting a simple outer diameter surface structure as a three-step structure of an outer diameter surface of the fixed shaft to which a one-way clutch for driving and braking is fit has an influence on the processing cost, in a wind-up unit. SOLUTION: Although a slip-off stop collar part is conventionally provided at an end part of the fixed shaft 33 as a slip-off stop means in an axial direction of the one-way clutch 36 for braking, as a slip-off stop protruding rod 48 is provided in an inner diameter surface of a reel 43, the fixed shaft 33 is modified to have a two-step structure of a rotation sleeve attaching surface 35 of a small diameter and a one-way clutch attaching surface 37 for braking of a large diameter.
