PROBLEM TO BE SOLVED: To efficiently carry out the operation of playing a rewritable disk by a drive of a read-only disk. SOLUTION: WBBM is recorded in a rewritable disk read-in area. The WBBM is a bit map indicating a recorded/unrecorded state for each block which is a recording/reproducing unit. To enable the drive of the read-only disk to perform seek and to stabilize servo, finalization is carried out to record dummy data in the periphery of a recorded block. In this case, the efficiency of the process is improved by referring to the WBBM. By forming the plurality of WBBM in a ring structure, and sequentially updating the WBBM, writing concentration on the same area is prevented, and the destruction of the WBBM by blackout or the like is compensated for.
