PROBLEM TO BE SOLVED: To provide a paper quality improver and method for producing the same, which imparts imparting paper with a high bulkiness, a high sizing property, and low content of 1,3-dichloro-2-propanol. SOLUTION: The method for producing the paper quality improver includes a step (I) of obtaining an amide compound by reacting a specific amine compound (a) represented by general formula (1), with a 12-40C saturated fatty acid (b), and a step (II) of melting the amide compound obtained in the step (I) and reacting the amide compound with epichlorohydrin (c) at a predetermined ratio, wherein the paper quality improver has a melting point of≥50°C and contains 2.0 wt.% or less of the 1,3-dichloro-2-propanol content. In the formula, R' is R or a -[(CH<SB>2</SB>)<SB>n</SB>NH]<SB>x</SB>-R, R is each independently H or a 1-24C alkyl group or a 2-24C alkenyl group, n is a number of 1-10, x, y and z are each a number of 0-5.
