PROBLEM TO BE SOLVED: To remove not only organic scales caused by biofilm but also inorganic scales in a pipeline in a circulation-system bathtub, to prevent the generation of harmful chlorine gas by using no chlorinated pesticide, and to prevent the generation of the harmful chlorine gas by using no chlorine-based detergent. SOLUTION: The foaming detergent comprises (i) a first agent comprising an acidic compound and free from an oxidant, (ii) a H<SB>2</SB>O<SB>2</SB>-generating agent, an alkaline compound, and a chelating agent comprising nitrilotriacetic acid or a neutralized salt thereof, ethylenediamine tetraacetate or a neutralized salt thereof, methylglycine triacetate or a neutralized salt thereof, and (iii) a third agent comprising a H<SB>2</SB>O<SB>2</SB>decomposer forming oxygen by reacting with the H<SB>2</SB>O<SB>2</SB>.
