PROBLEM TO BE SOLVED: To provide a reinforcement cloth for a belt, and a belt, in which high tension can be easily provided when the belt is installed, and the durability of the belt is increased to achieve a long service life. SOLUTION: In the reinforcement cloth for a belt, the warp of the reinforcement cloth comprises a composite cord comprising high elasticity filament yarn of an elastic modulus of 300 cN/dtex or more, and a low elasticity filament yarn of an elastic modulus of less than 300 cN/dtex, twisted with each other.
