A developing device having a developer feeding plate and an image forming apparatus having the same are provided to enable the developer feeding plate reciprocating within the developing device to feed developer, thereby reducing loads of a driving unit and simplifying configuration of an electromotive unit. A developer feeding body(322) feeds developer to an image carrier. A casing(321) supports the developer feeding body and is in an area facing the developer feeding body. The casing has a developer storage where the developer is stored. A developer feeding plate(326) has a developer flow hole(326b) where the developer can flow, and is prepared to move between the developer storage and the developer feeding body.
