A packaging bag and a manufacturing method for the same are provided to prevent shock resistance of a reinforcing member from being reduced if an outer edge of a bag body is dented or bent. A packaging bag is composed of a bag body and reinforcing members(25) formed at the outer edge of the bag body and made of thermoplastic resin. Windows(26) are formed in a portion of the reinforcing member positioned inside from the outermost edge of the bag body. A port(27a) or a neck(27) having the port is formed at the bag body. The window is formed at a portion of the reinforcing member disposed near the port. In particular, the reinforcing member is formed in at least the upper outer edge of the bag body. The packaging bag has the port or the neck having the port formed at the upper outer edge of the bag body. The window is formed at a portion of the reinforcing member formed at the upper outer edge of the bag body.
