A method and an apparatus for transmitting and receiving system information in a mobile communication system are provided to transmit information bits by using a specific bandwidth by coding and repetitively transmitting information, such as an SFN(System Frame Number), which has a different value whenever system information is transmitted, separately from other information having an identical value whenever system information is transmitted. An apparatus for transmitting system information in a mobile communication system comprises an SFN management part(601), a system information management part, a coder(621), a controller(611), and a transmitter(631). The SFN management part increases an SFN among system information every radio frame. The system information management part manages all system information but the SFN. The coder codes the SFN and the other system information which respectively are transmitted from the SFN management part and the system information management part. The controller controls time to transmit the SFN and the other system information and the coding scheme and coding rate of the coder. The transmitter transmits the SFN and the other system information through different resources.
