<P>PROBLEM TO BE SOLVED: To provide a balancing form file creation device capable of providing outputs matching results of determination as to whether or not data are written in a balancing form file during classification, a classification/sorting system and its method, and a program. <P>SOLUTION: A balancing form sorting server 300 determines whether or not detailed form data are written for each classification of a form file upon determining that the writing of data in a separator form data file is complete through a separator form process and a detailed form process after a separator form data file and a detailed form data file have been outputted from a mainframe 300.
