The device has a discharging circuit connecting inner openings (26) of an inner envelope (16) with outer openings (28) of an outer envelope (18) via an intervening compartment (17), where the circuit is opened and closed by a closing unit. The circuit has upstream and downstream holes (32, 34) of an intermediate case, and an annular channel (52) defined among the case, the outer envelope and a connecting partition (54). The partition is supported on the case and the outer envelope to respectively embrace the downstream holes and the outer openings in the channel.
