A plasma display panel is provided to secure discharge stability and discharge efficiency, and be driven at a low-voltage. A plurality of grooves are formed in one direction on one surface(111b) of a first substrate(111). A second substrate(121) is opposite to one surface of the first substrate having the grooves. A plurality of address electrodes(122) are arranged on a bottom surface of the grooves and include grooves to be extended in an extending direction. The address electrodes have the thickness smaller than the depth of the grooves. A plurality of pairs of sustain electrodes(114) are extended to cross the address electrodes and are arranged on one surface of the first substrate facing the second substrate. The sustain electrodes include a first sustain electrode(112) and a second sustain electrode(113). A barrier rib(124) is arranged between the first and second substrates in order to define discharge cells. A phosphor layer(125) is arranged within the discharge cells.
