A method (400) operates in a wireless communication system including at least one base station (101) and a plurality of user terminals (105, 107, 109). The method includes the base station (i) selecting one of a plurality of available response procedures by which user terminals should send in response to a first message to be broadcast by the base station a second message to the base station; and (ii) sending a broadcast wireless signal including the first message to user terminals; and a plurality of the user terminals sending to the base station, in response to receiving the first message, a wireless signal including the second message by the response procedure selected by the base station.
