An image forming apparatus is provided to perform a developing process by supplying toner having only negative polarity to a photoreceptor after preparing a donor roller between a regulation roller and the photoreceptor, thereby obtaining a clear image. A donor roller(25) is spaced from a photoreceptor(22) as facing the photoreceptor, and develops toner to the photoreceptor. A regulation roller(26) is contacted with the donor roller, and forms a constant toner layer. A supply roller(27) supplies toner to the regulation roller. Voltage applied to the donor roller is lower than the photoreceptor and higher than the regulation roller.
