A solar heat collection panel and a solar collector are provided to raise the solar heat collection efficiency by forming a sunbeam incident surface substantially perpendicular to an incident angle of sunbeams. A solar collector comprises a solar heat absorbing unit(10) having a plurality of saw-tooth units(11) bent in the vertical direction. A lower side of the saw-tooth unit has a width wider than that of an upper side thereof, and vice versa. The saw-tooth units are continuously formed. The saw-tooth unit has an interior angle of 70° to 140°, 80° to 130° or 85° to 120°. One fluid pipe(30) is integrally formed with the solar heat absorbing unit. One auxiliary fluid pipe(40) is additionally formed. The fluid pipe is horizontally formed so that the fluid pipe is adjacent to the upper end of the solar heat absorbing unit.
