A game operation setting system and a method for setting the same are provided to enable a user to play a game directly if only one connects a game operating device used to the game to a computer without separately performing installation of an install program or setting of a key value. A game operation setting system includes: a game operation setting device(10) for generating firmware including operation setting having an operation key setting value for an own input device of a game executing device(30) and a game operating device(20), and an install program of the game operating device; the game operating device receiving the firmware from the game operation setting device and storing it in an IC chip, and operating according to the operation setting; and the game executing device for executing a game according to an operation signal received by recognizing the game operating device. The game operation setting device has a first key setting unit, a converting unit, a firmware generating unit, and a firmware transferring unit.
