Disclosed is an outer container for external electrode lamps which satisfies every characteristic required for outer containers for external electrode lamps, specifically the thermal expansion coefficient E, the liquid-phase viscosity log Q, the dielectric constant I, the dielectric loss tangent tan H, and the volume resistivity log a. Specifically disclosed is an outer container which is used for producing an external electrode fluorescent lamp having a structure wherein an electrode is arranged outside. This outer container is characterized by being composed of a glass containing, in mass %, 45-60% of SiO2, 0-10% of B2O3, 0-10% of Al2O3, 0-10% of MgO, 0-10% of CaO, 0-9% of SrO, 5-25% of BaO, 0-13% of ZnO, 0-5% of TiO2, 0-3% of CeO2, 20-40% of Sigma RO (= MgO + CaO + SrO + BaO + ZnO) and 5-9.8% of Sigma R2O (= Li2O + Na2O + K2O).
