An optimal packet size setting device and a method thereof are provided to individually download data in designated packet size and by doubling the designated packet size, and to set optimal packet size by using each download time, thereby calculating the optimal packet size suitable for a network environment in real time. A controller unit(11) outputs a control signal for controlling to individually download data in designated packet size and by doubling the designated packet size from a server(20), and calculates optimal packet size by using each download time. An interface unit(12) downloads the data in predetermined packet size from the server by the control signal. In the controller unit, a download time detector(11A) detects each download time and a packet size calculator(11B) calculates the optimal packet size by using a packet size increment and the detected download times.
