<P>PROBLEM TO BE SOLVED: To provide an airbag and an airbag device in which vent holes are closed or slightly opened before an occupant thrusts his/her body into the airbag and opened or largely opened after the occupant thrusts his/her body into the same. <P>SOLUTION: Inner panels 22A, 22B are provided inside the airbag 10. The vent holes 18, 18A for allowing the inside and the outside of the airbag 10 to communicate with each other are formed in a rear panel 14. A cover member 60 covering the vent hole 18 is provided on the outer surface of the rear panel 14. The vent hole 18A comprises a normally opened vent hole not covered with the cover member 60.
