PROBLEM TO BE SOLVED: To obtain a coating material composition comprising a fluorine atom-containing polymer having an ether group in the molecule, a polysiloxane having a polyether structure and a crosslinking agent for the fluorine atom-containing polymer which are more stably dispersed or dissolved. SOLUTION: The coating material composition comprises a fluorine atom-containing polymer having an ether group in the molecule, a polysiloxane having a polyether structure, a crosslinking agent for the fluororubber polymer, a ketone-based or ester-based solvent and an alcohol.
