PROBLEM TO BE SOLVED: To easily perform marking or the like for a cutting surface lowered from a finishing surface by a prescribed width in a ruler externally fitted to a raising pipe to be used when providing a cutting line in the pipe to provide a manhole. SOLUTION: This ruler is provided with a cylindrical body having an inner diameter which is an outer diameter of the raising pipe or more and a lower edge existing on a surface substantially vertical to a center axis, a reference flange extending to the outside formed on an outer periphery of a cylindrical surface from the lower edge of the cylindrical body with a prescribed width and having an upper surface parallel to the lower edge of the cylindrical body, and a fixing means for fixing the cylindrical body to the raising pipe in an engaged state of the cylindrical body to the pipe.
