PROBLEM TO BE SOLVED: To provide an apparatus for producing contact-bonding printed matter, which efficiently produces a contact-bonding mail on the mailing form of separate payment of postage by employing powder adhesive, and to provide a system for producing contact-bonding printed matter employing using it. SOLUTION: The system for producing contact-bonding printed matter comprises: the fixation of powdered adhesive at a bonding and fixing part 45 after the simultaneous transferring of the powdered adhesive at a powdered adhesive coating part 34 on both the sides of a Z-folded press-bonding sheet 10, for example, sent out of a sheet housing cassette 9 and temporarily folded at a temporarily folding device 22, then the sending-in of the sheet 10 after being its temporary folding at a developing part 61 and its first two-side folding up at a first regular folding device 67 and its next two-side folding up at a second regular folding device 71 in a contact-bonding device 72 for contact-bonding Z-fold and its transportation to a postal franker 12 and the printing of a predetermined postmark including postal charge calculated from the metered result of the resultant contact-bonding printed matter with an electronic scale built in the postal franker 12 at the predetermined position of the contact-bonding printed matter.
