PROBLEM TO BE SOLVED: To obtain an excellent floor protecting sheet to which micro-cracks and exfoliation are not caused while the floor protecting sheet has excellent pencil hardness of the surface, excellent results in an abrasion-resistance test and a coating adhesion test, excellent anti-micro-crack and anti-curl properties, wear resistance, discoloration resistance by cigarettes (as a floor material), and excellent wear resistance against heel marks (as the floor material). SOLUTION: In the floor protecting sheet provided with hard coat layers arranged on a side of a base sheet, three or more hard coat layers made of resins having different pencil hardness are laminated. The hard coat layers are laminated in a manner that the pencil hardness of the resins constituting the hard coat layers are gradually increased from the first hard coat layer abutting on the base sheet toward the outermost hard coat layer.
