PROBLEM TO BE SOLVED: To provide an X-ray CT scanner using X-ray cone beams which is small-sized, can accurately fix a target position in a comparatively short time, and can reduce exposure to X rays. SOLUTION: The local X-ray CT scanner has: a preliminary photographing means to photograph a subject O under two different position conditions in which the positional relationships of three parties, an X-ray generator 1, the subject O, and an image sensor 2 differ from each other; a calculation processing means to calculation process two-dimensional position data in the subject O at the target position m fixed on the obtained two fluoroscopic images and obtain a three-dimensional position in the subject O at the target position m; a position adjustment means to adjust the positional relationships of the three parties 1, O and 2 so as to ensure that the obtained three-dimensional position is a center line of rotation; and a main photographing means to photograph a tomogram of the subject O by relatively rotating a rotating means and the subject O after an adjustment action.
