PROBLEM TO BE SOLVED: To return from a state that a transmitting and receiving part may cause a malfunction to a normal state even if such a state occurs. SOLUTION: An elapsed time until data transmission by the transmitting and receiving part is finished is monitored on the basis of a timer count value registered in a buffer monitoring map after a data replaying part transfers data to the transmitting and receiving part (s240). The count value monitored in this way is occasionally contrasted with a threshold (residence limit time) (s290), and a residence counter counts the number of times that exceeds the threshold (s310). When a count value of the residence counter exceeds an upper limit value, the transmitting and receiving part corresponding to the same transmission buffer as the residence counter corresponds to is initialized (s320→s340).
