PROBLEM TO BE SOLVED: To provide a new switching scheduling method for effectively using radio resources and improving throughput by reducing the frequency of switching terminal equipment in switching a base station and the terminal equipment by a packet communication system, and base station communication equipment. SOLUTION: The base station communication equipment switches the connection a call between the base station communication equipment and two or more terminal equipment by the packet communication system. The base station communication equipment comprises: a communication data storage amount monitoring means for detecting the storage amount of communication data of each terminal equipment; a throughput monitoring means for detecting the throughput of each terminal equipment; a communication end time prediction means for predicting the communication end time of the terminal equipment in communication from the storage amount of the communication data and throughput of each terminal equipment; and a switching scheduling means for determining the priority order of the call for terminating a communication right on the basis of the communication end time of each terminal equipment in communication.
