PROBLEM TO BE SOLVED: To provide a phosphor and a plasma display device in which a luminance deterioration, a chromaticity change or discharge characteristic of a phosphor are improved and initial characteristics are high. SOLUTION: The plasma display device is provided with discharge cells of a plurality of rows of a single color or a plurality of colors, phosphor layers (110B, 110R, 110G) of colors corresponding to each of discharge cells and a plasma display panel (100) in which the phosphor layers are excited by ultraviolet beams and emit light.
