PROBLEM TO BE SOLVED: To provide a coating fluid for forming a non-chromium type clear film which meets basic properties as a film and blocking resistance and a clear-coated steel sheet on which a clear film is formed. SOLUTION: The coating fluid for non-chromium type clear-coating comprises an acrylic emulsion resin, silica, a zirconium compound, and dibutyl diglycol, the remaining being water, wherein the glass transition temperature of the acrylic emulsion resin is not lower than 0°C. Further, when the mass of the acrylic emulsion resin based on the solid content is taken as a, the mass of the silica based on the solid content is taken as b, the mass of the zirconium compound in terms of ZrO<SB>2</SB>based on the solid content is taken as c, and the mass of the dibutyl diglycol based on the solid content is taken as d, the mass ratio b/a is set at 0.01 or more, the mass ratio c/a is set at 0.005-0.5, and the mass ratio d/a is set at 0.05-0.5.
