PROBLEM TO BE SOLVED: To accelerate a moving image coding speed by reducing a waiting time during an inter-plane prediction.

SOLUTION: This image coding device for performing an inter-plane prediction processing of a plurality of blocks constituting an image has a control part for determining a sequence for processing the plurality of blocks in accordance with prediction modes of a supported inter-plane prediction, and a data processing part for using a pixel adjacent to each block to perform the inter-plane prediction of each of the plurality of blocks according to the sequence determined by the control part in an optimum prediction mode among the prediction modes.
