PROBLEM TO BE SOLVED: To provide a sampling rate converter for performing sampling frequency conversion by always calculating a frequency ratio of a sampling frequency of input data and output data with high accuracy without a multiplication circuit. SOLUTION: The sampling rate converter for converting a first sampling frequency into a second sampling frequency has a measurement adjusting part for generating a measurement adjustment signal on the basis of a ratio between the first sampling frequency and an input clock frequency being a frequency proportional to the first sampling frequency, a frequency ratio detecting part for counting the number of pulses of an input clock inputted during a predetermined measurement period by an increment amount per pulse determined on the basis of the measurement adjustment signal to determine a frequency ratio between the first sampling frequency and the second sampling frequency, and a sampling frequency converting part for performing sampling frequency conversion of input data on the basis of the frequency ratio.
