PROBLEM TO BE SOLVED: To solve the problem that it takes time to complete encoding (the processing speed is slow) and the problem that memory capacity for encoding increases since a buffer is needed to hold all encoded data having been encoded with a plurality of upper-limit values. SOLUTION: In Packbits encoding processing, an upper-limit value for "the number of successively input data having the same value" and an upper-limit value for "the number of successively input data having different values" are changed to improve the compression rate.
