<P>PROBLEM TO BE SOLVED: To suppress the throughput of transmission processing when transmitting a signal, and the quantity of information in the signal to be transmitted. <P>SOLUTION: An image signal encoding device 11 converts a first portion of an information source encoded image signal into a predetermined spreading code, utilizes the spreading code to perform spreading modulation on a second portion of the information source encoded image signal, and transmits the image signal as a transmission signal to an image signal decoding device 14 via a transmitter 12 and a receiver 13. The image signal decoding device 14 perform despreading demodulation on the transmission signal using each of all spreading codes available for the image signal encoding device 11, restores the image signal on the basis of a result thereof, and outputs the image signal as a decoded image signal.
