摘要 <P>PROBLEM TO BE SOLVED: To suppress and control a folded-back component of a low-resolution video signal from an encoding side even in the absence of a processing block for "super-resolution" video processing on a decoding side. <P>SOLUTION: A low-frequency video component I of an input video signal A is sampled by a low-resolution converting unit 3 to become a low-resolution low-frequency video component, and a high-frequency video component J thereof is sampled by a low-resolution converting unit 20 to become a low-resolution high-frequency video component, which is amplitude-compressed by a multiplier 21 and then added by an adder 22 to the low-resolution low-frequency video component to obtain a low-resolution video signal C such that the amplitude-compressed high-resolution high-frequency video component is a folded-back component. On the decoding side DE, a super-resolution processing unit 7 restores the low-resolution video signal C to the low-frequency video component D and high-frequency video component E, which is expanded by a multiplier 23 to its original amplitude and added by an adder 10 to the low-frequency video signal D to obtain the original video signal F. Even when the decoding side DE uses a processing unit which does not perform the super-resolution processing, the folded-back component is amplitude-compressed, so influence thereof can be reduced. <P>COPYRIGHT: (C)2008,JPO&INPIT
