PROBLEM TO BE SOLVED: To provide a water cut-off plate capable of securing sufficient water cut-off performance of a corresponding part, even if there is a certain degree of unevenness on a floor surface of the doorway of a structure. SOLUTION: This water cut-off plate has a plate body arranged in a sheathing board shape in the doorway of the structure, side part water cut-off packing densely adhered in the vertical direction to both end parts of a back face (a surface facing the inside of the structure) of the plate body in an installation state, and bottom part water cut-off packing densely adhered over the total length to a bottom part of the plate body in the installation state. The bottom part water cut-off packing is most importantly characterized by being composed of at least two layers of a lower rubber layer having small rubber hardness contacting with a floor surface of the doorway in the installation state, and an upper rubber layer having rubber hardness larger than the lower rubber layer.
