A strategy performing method comprises the following steps: a strategy performing network element receives and stores the strategy carrying user ID transmitted from the strategy generating network element, it receives the service request, then searches for the strategy that the carried user ID matches the user ID carried by the service request, and performs the found strategy; a strategy performing system comprises: a strategy generating network element and a strategy performing network element. A strategy generating network element and a strategy performing network element are also provided by the present invention. The present invention meets the requirement that the strategy is performed to multiple IDs of one user, or to multiple users of certain type simultaneously, and the application range of the strategy performing is enlarged.
