A communication control device (4) includes session control means (4a) which controls a call connection or a session connection between communication terminals in a mobile communication network. The communication terminal (#4) as a transmission source transmits a connection request message for requesting a call connection or a session connection together with transfer enabled/disabled information indicating whether to allow or inhibit transfer of the message to another communication terminal as a transmission destination which is different from the communication terminal specified in the message. The session control means (4a) references the transfer enabled/disabled information (such as a transfer enabling flag/transfer inhibiting flag) from the communication terminal (#4) as the transmission source and decides the communication terminal of the transmission destination.
