PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing a glass preform, capable of avoiding the rise of the temperature of a gas exhausted outside from an upper lid and stabilizing the pressure inside a furnace core pipe by suppressing internal pressure fluctuation in the upper lid. SOLUTION: The apparatus 1 for producing the glass preform heats a glass particulate deposited body 10 using a vertical furnace core pipe. The upper lid 4 is installed on top of the furnace core pipe 2 and has support rod penetrating holes 40A, 42B and 43B through which a support rod 10A penetrates, provided that the support rod supports the glass particulate deposited body 10. The upper lid 4 has three-layered chambers (first chamber 41 to third chamber 43) partitioned into three or more layers in a vertical direction along the support rod 10A. The first chamber 41 to the third chamber 43 have a gas inlet 41B, a gas outlet 42D and a gas inlet 43D, respectively, and have concentric partitions 41C, 42E and 43E between the gas inlet 41B and the support rod penetrating hole 40A, between the gas outlet 42D and the support rod penetrating hole 42B and between the gas inlet 43D and the support rod penetrating hole 43B, respectively.
