PROBLEM TO BE SOLVED: To provide a composition for flame retardation, capable of keeping a sufficient amount of an active component near the surface even in the case of applying the flame-retardant composition to the surface of a base material, into which the composition is readily penetrable, resistant to the migration to the adjacent layer even by laminating, heating and pressing the material, and capable of forming a satisfactory carbonized layer, to provide a sheet for flame retardation by utilizing the composition for flame retardation, and to provide a flame-retardant decorative sheet. SOLUTION: The composition for flame retardation comprises an inorganic ammonium phosphate or a metal salt of an inorganic phosphoric acid, a water-soluble organic substance, a flaky inorganic material and a nitrogen-containing compound, and forms a carbonized foam layer by the exposure to heat in combustion. The sheet for flame retardation comprises the composition for flame retardation and a fiber sheet, wherein the flame-retardant composition is impregnated into or applied to the surface of the fiber sheet. The flame-retardant decorative sheet is produced by laminating the flame-retardant sheet, a resin-impregnated decorative sheet and a core layer formed by impregnating slurry containing a binder component and an inorganic filler into the fiber paper, followed by drying.
