PROBLEM TO BE SOLVED: To provide a percutaneous absorption promoter or percutaneous absorption control agent capable of selectively and efficiently infiltrating only an aimed medicament to target site(s) in the skin and of maintaining its effective concentration over a long period of time, and to provide a skin care external preparation comprising the same. SOLUTION: The percutaneous absorption promoter or percutaneous absorption control agent comprises a glyco-modified cyclic silicone.
